WRTC 2006 SELECTION CRITERIA

1. Team Categories, Definitions, Application Guidelines, and Selection Parameters:

   WRTC2006 will select the members for the following categories of teams. If all pre-allocated team assignments are not filled, WRTC2006 reserves the right to fill them or not fill them in most practical and fair manner.

   a) National Special Invited Teams: The winning team from the two previous WRTCs is specially invited. In the case that one team has been the winner twice in a row, the second place team in the most recent WRTC will be invited.

   b) National WRTC Teams: To honor the host countries and organizing committees from previous WRTC events, one team will represent the hosts of the five WRTCs, including WRTC 2006. The teams will be selected by the host country's national amateur radio organization or Contest Clubs as follows:

   Total 5

   US – 2 Teams, selected by the ARRL
   Finland – 1 Team, selected by CCF
   Slovenia – 1 Team, selected by SCC
   Brazil – 1 Team, selected by LABRE/GADX

   Each team must be composed of operators representing the host country.

   c) National and Bi-National Teams: - These teams will be selected from the regions as defined by the rules and procedures of Selection Criteria I.

   d) Sponsored Teams: The WRTC 2006 Committee will organize an auction via the Internet to select (3) three teams who submit the highest bids donated by sponsors for WRTC 2006.

   e) Bi-National Young Teams: In order to stimulate interest in and promote Ham Radio to the young generation WRTC2006 is opening 3 (three) Bi-National teams with operators of age not more than 22 years. (age on Dec/31st 2005) Young contesters from all over the world are invited to make their application.

   f) Multi-National Multi-Single Teams: A new category for WRTC 2006, these teams will be formed from combinations of Brazilian and non-Brazilian operators as defined by the rules and procedures of Selection Criteria III.

   g) Special Sponsored Teams: The WRTC 2006 Committee has by kind cooperation from Sponsors opened this new Category. Donations have been received to assist financing the WRTC 2006 and to form two (2) new teams:

   Young Lady (YL) Team, sponsored by 4L5A (D4B), Alexander Teimurazov.

   h) Definitions
   
   Bi-National Team - two team members from different countries
   Country - for the purposes of allocating Team Leader positions and determining National or Bi-National team identity, only countries recognized by the United Nations will be used. I.e. - DXCC Entities are not used except to construct Regions and determine Rating Points.
   National Team - both team members are of the same country as determined by birth certificate, passport or documentation of permanent residence.
   Rating Points - the points acquired by the applicant based on contest scores as shown in the Selection Parameter table.
   Regional Teams - teams selected from the geographic areas.
   Regions - Groupings of countries or call areas within which rating points are calculated. In areas of high participation, sub-continental areas with roughly similar propagation are used.

   i) Application Guidelines
   
   Identification - all applicants should attach to the application form a copy of his or her national identity document - such as passport, birth certificate, or documentation of permanent residence.

   Application Parameters - all applicants will supply the following information:

   APPL CALL: Call used by the Applicant in the contest
   APPL SCORE: Published score of the Applicant in the contest
   1ST PLACE: 1st-place published call in the category and region of the Applicant.
   CATGRY: Category of the submitted score.
   RATING POINTS: The rating points calculation for that score
   TOTAL POINTS FOR THE YEAR: Sum of rating points calculated by the Applicant for that year
   TOTAL POINTS: Sum of all rating points for all years for the Applicant

   Application Form - An Excel spreadsheet for the application (see 1j) can be downloaded at the WRTC2006 site http://www.wrtc2006.com. In that file is shown an example of score calculation.

   
   j) Selection Parameters - The following table lists the contests from which an applicant may submit scores to acquire rating points. Due to the fact that all applicants will need, for trip planning purposes, the results of the selection as soon as possible and the results of the majority of the 2005 contests will come too late in 2006, the WRTC2006. Committee is forced to use 2002 results for CQWW, WPX, WAEDC, and IARU instead the original idea of 2005.

   	For an All-Contest Category Top Score, multiply rating points by 1.05
   	For a Continental Category Record (DX contests only), multiply rating points by 1.03
   	For an All-Contest Category Record (Sweepstakes and NA Sprint only), multiply arting points by 1.03
   Step 5 - Add all rating points from all scores together for the final total

   k) Application Form - the following table is a sample of the application spreadsheet available on the WRTC 2006 Web site. Applicants must download and use the spreadsheet to prepare their application.

   

2. Selection Criteria I - Regional National and Bi-National Teams
   
   To select Regional Team Leaders, the system uses the total rating points of applicants based on 8 submitted scores in the contests listed in the Selection Parameter table. Each applicant submits his or her 8 best scores from those contests. The Team Leaders selected are those with the highest rating point totals within the regions as allocated below. Once the Team Leader allocation for a region or country has been filled, no other applicants from that region or country are considered.

   The Team Leader is then totally free to select his or her teammate from anywhere in the world. The Team Leader must identify the teammate within 30 days after the selected Team Leaders are announced. The Team Leader’s selection of a teammate determines whether the team is National or Bi-National.

   A maximum of 15 of the 32 Regional teams may be Bi-National. If more than 15 Team Leaders choose members of a different nationality, only the first 15 to submit their selection may remain a Bi-National Team. All remaining Team Leaders must then resubmit a selection of a teammate from their own country.

   a) Team Leader Allocations: A total of 32 Team Leader selections are allocated as follows (regions are constructed from DXCC entities or call districts as noted):

   North America - 9 Team Leaders
   

   USA (East, Central, West) - 2 Team Leaders allocated to each region for a total of 6 Team Leaders

   • East Coast - W1, W2 , W3 and W4
   • Central - W8, W9, W0 and W5
   • West Coast - W6, W7, KL7

   KH6 and all Pacific territories count for Oceania. KP4 and KP2 count for Central America.

   Canada – (including FP and CY) - 1 Team Leader
   México and Central America (CQ zones 6, 7, 8 and VP9) 2 Team Leaders – Maximum 1 Team Leader/Country

   South America – Maximum 1 Team Leader/Country 2 Team Leaders
   
   Europe 15 Team Leaders

   Each EU region is allocated 5 Team Leaders for a total of 15 Team Leaders. Each country may have 1 Team Leader, maximum.

   Region 1 - G (all G prefixes), EI, CT/CU, EA/EA6, F/TK, I/IS/IT9, 9H, S5, 9A, T9, YU, LZ, Z3, SV (all Greek prefixes),TA1, T7, ZA, 3A

   Region 2 - ON, PA, DL, LX, HB, OK, OE, OM, SP, HA, YO, EU, UR, UA4-6

   Region 3 - LY, YL, ES, OH/OH0/OJ, SM, LA, OZ, TF, OY, JX, JW, UA1-3

   Asiatic Russia (UA9, UA0) count for Asia.

   Asia - 4 Team Leaders
   
   

   Japan - 1 Team Leader

   China - 1 Team Leader

   Other Countries in Asia - 2 Team Leaders, Maximum 1 Team Leader/Country

   Oceania - 1 Team Leader

   Africa - 1 Team Leader

   b) Rating Point Calculation - Overview

   • Rating points are calculated based on the top category score in the region from which the score was achieved.
   • Rating points are summed for each applicant, regardless of the Region from which rating points were acquired.
   • The applicant specifies the Region in which his or her total rating points are to be evaluated against other applicants.

   Example - a travelling operator from YU (EU-Region 1) submits four scores from EU - R1, two from Africa, one from US - Central, and one from Oceania. The rating points for each score are calculated based on the top score in the category from each region - EU-R1, AF, US-Cent, OC. The rating points are added and compared to rating point totals of other EU-R1 applicants.

3. Selection Criteria II - Sponsored Teams:
   
   WRTC2006 will select three National Sponsored Teams by an Internet auction. The three teams with the highest total value of sponsored bids in the auction will be selected. The two members of the team can be of the any nationality.

   Basic conditions and limits:

   • The auction will be done via PAYPAL or equivalent system via Internet.
   • Maximum of three sponsors per team, including the team members themselves.
   • A single entity cannot sponsor more than one team.
   • The three winning teams must be from different countries.
   • The sponsored teams will participate in the event on equal terms as the National or Bi-National Teams, Special National Invited Teams, Bi-National Young Teams, and Special Sponsored Teams.
   • Minimum bid US$ 12,000 American Dollars by each Team bid will be required.
   • In due time WRTC2006 will announce the detailed rules for the auction.
4. Selection Criteria III – Multi-National Multi-Single (MN MS) Teams
   
   Aiming to enlarge the contest operator’s relationship among Brazilians and the world’s ham radio community, a new category is being created. The Multi-National Multi-Single teams will be composed of a minimum of three and a maximum of five members, with at least one non-Brazilian and two Brazilian members. The host/owner of the station could be also one of the operators. WRTC 2006 will have an independent competition between those up to 15 Southern Brazil Contest Stations, which also will compete within the regular IARU contest as Multi-Single category entries.

   The MN MS competitors will use the existing contest station’s infrastructure, antennas, shack, peripherals, transceiver and linear, etc.

   The foreigner members of the team may also bring computers and additional transceivers and linears to match their respective strategy. The existing station may be freely upgraded with more antennas, filters, equipments and other devices. Some of the stations are already equipped as a MS stations, but some of the stations need additional equipment.

   The main rules for the MN MS category:

   Same rules as the regular National Teams WRTC 2006.with the following additions:

   • Maximum average power of 1000 Watts output.
   • No voice recording of the contest is required.
   • No Referees for this category.
   • Only mixed mode for this MN MS category.
   • No limits of antennas to be used.
   • Only one transmitted signal is allowed at any given time.
   • Maximum of five operators, including the host who may operate if they choose.
   • Must remain on a band and mode for at least 10 minutes before changing bands or modes.
   • Only one transmitted signal is allowed at any given time.
   • The use of Cluster is allowed for this specific category.
   • Use of self-spotting techniques on packet or other systems are inconsistent with the spirit and intent of these rules, so self-spotting is strictly forbidden.
   • Any logging software can be used. It is the Team’s responsibility to ensure the compatibility to the IARU rules and the Cabrillo file requirements.
   • All CW and SSB contacts must be done within the limits of SSB and CW bands defined item 2 WRTC 2006 rules.
   • No cross mode contacts are allowed.
   • After the contest, the Cabrillo file shall be sent by Email according to the WRTC 2006 Rules.
   • The WRTC2006 Steering Committee will publish the list of the M/S M/N stations.
   • The Selection Criteria for the M/N M/S will be published.
   • Since the stations are not equal as is the case for the Team stations, a lottery will be arranged to assign the members to the stations.
   • The Teams will be formed early enough to allow planning and coordination of station upgrades.
   • WRTC2006 will offer a special Trophy for the winner of this category

5. Selection Criteria IV – Bi-National Young Teams:
   
   a) Applicants must send the following:
   • Their ham radio curriculum (a list of contest experience, results and accomplishments)
   • A letter of recommendation signed by an officer of the local official entity or Contest Club
   • A copy of their ham license
   • A copy of their national identity card or passport
   • Their completed application spreadsheet

   b) Three (3) Team Leaders will be chosen using the same Selection Process as the National and Bi-National Team Leaders with the following modifications:

   • Rating points are calculated regionally but are compared against all other Young Team applicants only.
   • No more than one Team Leader may be chosen from any country. Once a Team Leader has been chosen, subsequent selections from that country will be discarded.
   • If 3 (three) or fewer applications are received, all will be designated as Team Leaders.
   • Each Team Leader will be free to appoint his or her team-mate from any other contester 22 years age or younger anywhere in the world except from his or her own country. All Young Teams are Bi-National as a result.

   c) Team Leaders will have 30 days to announce their choice of teammate to the Selection committee after the Team Leaders are announced.
   
   

6. Schedule for the Selection Process: WRTC2006 established the following schedule for the selection criteria:

   The dates for different events will be announced on the Reflector (wrtc2006 [at] wrtc2006 [dot] com) and on the WRTC 2006 web site (www.wrtc2006.com).
